Melt butter in pan. Lay bacon strips in pan evenly, shaking occasionally. Cook until they have shrunk to half their original size. Set aside.
Place onions, garlic, and celery in butter over gentle heat in pan and cook until onions are golden, stirring often.
Stir in potatoes, corn and seasonings (bay leaf, chili flakes, salt, cracked pepper) and cook for two to three minutes.
Stir in flour gradually by sprinkling over pan. Slowly add milk and whipping cream and bring to a boil.
Add cubed salmon and cook for five to eight minutes until salmon begins to break up.
